Cleaner production reflecting the concept of sustainable development is an effective way to realize the ecological civilization, build resource -saving and environment -friendly society. Cleaner production legal system has not yet become the essence of the basic legal system of environmental protection law, the regulations embody the characteristics of the advocacy norms without enforcement power, cleaner production is difficult to carry out.
