Holistic analysis framework of the “six yuan and one axis” policy network and policy tool selection are constructed based on the policy network theory and method, in order to solve the problem of absence of a overall analysis framework and insufficience of an empirical analysis of the selection of policy instruments in the river heavy metal pollution governance. It can be used as a holistic analysis framework in the analysis of policy network and the selection of policy instruments of river heavy metal pollution and other related areas, because it is not only proved to be explanatory power, but also constructive and practical to analyze the selection of the policy- tools of heavy metal pollution control in the basin. Finally, the specific policy recommendations are put forward from the actor, actor relations, resource allocation, interactive rules, value cognition and other aspects.
