生态文明城市建设的路径研宄一一以榆 林市为例 榆林学院生命科学学院 生态文明城市建设是我国改革开放以来要实现的主要目标之一，也是建设美丽 中国、实现“中国梦”的具体体现。榆林市地域广阔，资源富集，随着“十五” 以来煤、油、气等优势资源大规模开发，榆林经济社会发生了历史性巨变，由落 后的农业地区转向新兴资源城市，成为国家重要的能源化工基地。同时也对生态 环境造成严重威胁，榆林市建设生态文明城市任务更加艰巨。2016年3月榆林 市第四届人代会通过提出实施九大生态工程，全面建成国家生态保护与建设示 范区，开启了榆林建设生态文明城市的新篇章。为更好地实现建设具有榆林特色 的生态文明城市目标，提出建设“大美榆林”的具体路径:做好生态建设规划、 提高环境保护意识、提高资源利用、落实节能降耗、发展循环生态经济、丰宮生 态文化建设、完善生态保证机制。 关键词： 生态文明;城市建设;大美榆林; 李夏隆（1979-）,男，陕西横山人，副教授，主耍从事生态恢复研 究。 2017-04-10 基金：榆林市2016年社科联项目资助 On the Strategies for Construction of Civilized and Ecological City Taking Yulin as an Example LI Xia—long School of Life Sciences， Yulin University; Abstract： Urban construction based on ecological civilization，is one of the major objectives after Reform and Opening up in China, which may contribute to a more beautiful China and realize China Dream. Yulin is located in a vast area with plentiful resources, whose economy and society have undergone historic changes after the exploitation of its resources, including coal, crude oil，natural gas, and so on. Gradually Yulin has become a rising resource-dependent city and important energy industry base, which seriously threatened ecological environment. So its a heavy burden for Yulin to construct a civilized and ecological city. In order to construct a civilized and ecological city with Yulin characteristics, the thesis proposes specific strategies, that is, making a better plan for ecological construction; promoting the senses of environmental protection; improving the use of resources; saving energy and reducing consumption; developing an ecological economy in a circulated way; enriching the construction of ecological culture; and perfecting the guarantee mechanism.
