Keyword： township hospital; basic public health service; problem and solution; Received： 2017—03—20 1背景 2016年10月中共中央国务院印发《“健康中国2030”规划纲要》，明确提出“要 坚持以基层为重点，预防为主，推行健康生活方式，实现全民健康” m。在县 乡村三级基层医疗预防保健网中，乡镇卫牛.院作为基木公共卫牛.服务的管理主 体和执行主体，在疾病预防、疫情监测、妇幼保健、慢病和重性精神病管理、健 康教育、信息采集等方面承担着极为重要的任务m。目前乡镇卫生院在基本公 共卫生服务开展的过程中仍然存在诸多问题，降低了服务的质量和效率。因此， 如何摆脱困境，加快发展步伐，更好地发挥乡镇卫生院在三级基层医疗预防保 健网中的“枢纽”作用，将是我们面临的新课题。 2乡镇卫生院“病症在身”阻碍服务开展 2.1病症一:专业、高水平的公共卫生人员配备不足 专业高素质的人才队伍，能够有效保障基本公共卫生服务的质量和效率。目前， 乡镇卫生院公共卫生人才队伍建设存在的主要问题如下： 数量不足m。随着基层公共卫生服务的不断开展以及镇村卫生一体化管理 的全面推行，使得乡镇卫生院的工作量不断加大，对专业公共卫生人才处于高 需求状态hi
