摘 要 招标投标制是建筑工程主要管理制度之一。投标竞争是监理单位、施工单位承揽监理任务、施工任务的主要方式。目标建筑市场竞争激烈，而竞争获胜的关键在于编制一份切合工程实际的、高质量的投标文件，这也是企业在承揽任务时最关注的问题。 福建省浦城县东坑水库除险加固工程主要由基础处理工程、坝体加固工程、发电引水隧洞支护处理工程、防汛公路扩建及其它配套项目组成。本文作者在了解当今投标市场后，结合福建省浦城县东坑水库除险加固工程招标文件，对其进行投标文件（商务标）编制，只要根据工程图纸与清单计算规则，编织出工程量清单，在计算出综合单价和总价。通过编制投标文件来体会工程量清单计价的优势和作用。 本文的研究主要采用文献查询的方法，在借鉴前人研究成果的基础上，结合实际工程编制投标文件。研究的内容包括投标函、法定代表人身份证明、投标保证金、工程量清单和施工组织设计。 本文研究的成果是一份规范性的投标文件，对施工投标工作具有一定的实用价值和指导意义。 关键词 投标文件 除险加固工程 工程量清单计价 施工组织设计 ABSTRACT The bidding system is one of the main management system of building engineering. Bidding competition is the supervision units, construction units, construction contract supervision task the main way. The target construction market competition is intense, and the key of the competition is to develop a practical engineering, quality of the bidding documents, it is enterprise in the task of most concern. Fujian province county Dongkeng reservoir reinforcement project consists of foundation treatment engineering, dam reinforcement project, diversion tunnel supporting engineering, highway expansion project for flood control and other ancillary components. In this paper the authors in the bidding market, unifies the Fujian province county Dongkeng reservoir reinforcement project tender documents, the bid document compiling (business standard), as long as the basis of engineering drawing and computing the list of rules, weave in and out of the engineering quantity list, in the calculation of the integrated unit price and total price. Through the establishment of bidding document to know the advantage and effect of project quantity list valuation. This paper mainly uses the literature search method, on the basis of previous studies, combined with the actual engineering tender documents.
