The report of 18th CPC Central Committee put forward that “The building of ecological civilization system is the well-being of the people，the nations long-term future plans.” Implementing the partys policy，therefore，following the environment-friendly green mining road is imperative. In this paper， those are studied that?methods of controlling surface subsidence for Double-Unit Face，Shallow buried coal seam?，based on the theories of controlling Surface subsidence for fill mining and Mining pressure and strata control，integrated the methods of Theoretical Analysis、Field monitoring、Numerical Analysis. Firstly，analyzing overburden failure law of fill mining and factors of overburden control，surface subsidence factors include three aspects: ground settlement amount、compression amount、lithology. According to the analysis of?the main?factors?of the mining subsidence，taking appropriate measures for its control in order to reduce the effect of these factors.The first east mining area of Ji Suo mine included two parts，the former strip mining block sections that has been mined under buildings and the block sections that hasn’t been mined not under buildings. The block sections that not under buildings include two Double-Unit Faces，the face use the process of full filling and full mining，one filling by one mining，realizing the recycling process. And then increasing the service efficiency of the system and the labor efficiency，the slowdown waste is avoided.
