Based on this, the corporate social responsibility has been gradually paid attention to, and become one of the key topics of domestic and international scholars. In this paper, Sinopec Guangdong branch as a case study, based on discussing the current situation of social responsibility on the study of the existence of government in promoting corporate social responsibility issues, the study found that the current government in promoting corporate social responsibility in social responsibility mechanism is not perfect, to fulfill their social responsibility the dynamic mechanism of corporate social responsibility, lack of supervision and supervision of corporate social responsibility of government authority is not clear, the main reasons of the problem including the government and the state-owned enterprise blurred, failed to effectively implement the responsibility of state-owned enterprises, the overall concept of corporate social responsibility, corporate social responsibility, lack of promotion of corporate social responsibility legal system construction the local government is not perfect and the excessive pursuit of economic growth. Through the summary and overview of domestic and foreign scholars research theory, access to relevant literature, combined with the sta
