Along with the rapid development of modern science and technology culture, the new technology, new equipment appear constantly, include Radar, ARPA, Loran A, Loran C, Log equipment, Direction Finder, Automatic Steering System, Satellite Navigation System, Global Positioning System, Digital Omega, Wireless Digital Data Communications Systems, ECDIS, VDR, AIS, VTS, LRIT and so an by gradually development and application, navigation technology under unprecedented development. Especially in recent years, the rapid development of the shipping interest, the increasing about number tonnage speed of ships, the navigation technology higher requirements, E-NAV was put forward, and the rapid development and application of the E-NAV, namely, in the ship by electronic means of maritime information on or reasonably collecting, integration and display, in order to enhance the ships dock to dock between whole voyage ability, strengthens the corresponding service, safety and security of the sea, and the Marine environmental protection ability.
