Learning to Do; Developing Local Government Training Centers for Public Administrators in Serbia Montenegro Raymon R. Bruce1 School for Urban and Public Affairs, University of Texas at Arlingto raybruce@comcast.net, USA Abstract Centers for Public Administration training were established in Kragujevac, Serbia and Podgorica, Montenegro in partnership between the University of Texas at Arlington, the University of Kragujevac, and the University of Montenegro. It was originated by the US Department of State, Bureau of Education and Cultural Affairs. This human resource development approach utilized adult education training methods and a skill-transfer concept where the University of Texas at Arlington professors worked with the new Centers’ staff, first to qualify them as trainers of a Certified Professional Public Management program and later as Trainer of Trainers to train others to be qualified trainers as well. The final phase of this partnership program included training key staff to be able to establish training Centers for Public Administration training in other cities of Serbia and Montenegro. The two Centers for Public Administration were established in the period of 2003 to 2006 This paper examines the reasoning and theory used to design the Centers for Public Administration and then presents the development of the two centers in as a case study. Key words Training Public Managers, Learning, Training of Trainers, learning retention, adult- learning methods 1 Introduction - a Fishing Expedition in ‘Learning-to-Do Anew’ This paper focuses on the establishment and development of Centers for Public Administration training in Kragujevac, Serbia and Podgorica, Montenegro respectively.
