Since the reform and opening-up, our government has introduced a series reforms on the distribution of state-owned business and property right mechanism, which enhanced the effectiveness and efficiency of state-owned business. As the economy became globalized, problems of nationalized business began to emerge. Therefore, taking some proper strategies to meet all kinds of problems seems like very urgent and important. This thesis aims at investigating problems of human resource management in state-owned enterprises, beginning with figuring out the relative connotation of them(state-owned enterprises and HR resource); finding out the reasons of incomplete cognition, imperfect mechanism and wanting enterprise culture by analyzing existing management mechanism, method and separation between the two and enterprise culture; proposing some useful strategies about how to deepen the cognition of HR management, complete relative management mechanism and value the construction of enterprises culture.
