Right to vote is not a civil right, it is a political right (these are certain requirements set by states to vote) Expansion of Voting Rights Extra’s Passed in the 60’s Voting Rights Act of 1965- to insure Blacks a full role in elections 23rd Amendment- gave residents of Washington DC a vote in presidential elections Voter Qualifications Among States Citizenship- must be a U.S. citizen Residence- each state requires voters to live in a state for a period of time prior to an election (differs state to state anywhere from 30-50 days) Registrations- 49 of the states require registration to vote usually must register 30 days before the election- this is done to prevent voter fraud (North Dakota is the state that does not require registration) Literacy use to be a requirement for voting. Voting Rights Act Amendment of 1970 suspended this/ suspended again in 1975 and suspended again in 1982 for 25 more years Suffrage Disqualification- Groups who can’t vote ? Inmates of mental institutions or if they are mentally incompetent Convicted of a serious crime (felony) Some states disqualify one from voting if they have been dishonorably discharged from the military Reasons why people do not vote Some cannot vote- resident alien, in a mental institution, or religious beliefs, or in prison Don’t believe it makes a difference who wins the election Don’t believe their vote really counts Inconvenience- Requires registration, long ballots, long lines at the polls Lack of Interest- MAIN REASON Factors that Affect Voting Personal Characteristics: 1.
