This thesis tries to make use of taxonomy educational objectives theory, multiple intelligence theory and language testing theory as well as English Curriculum Standard, English Teaching Syllabus and Examination Syllabus as theoretical bases to make a horizontal comparative analysis and discussion on NMET2008 between Shandong version and the national version by means of micro-macro comparison, similarity and difference comparison as well as direct and indirect comparison.First of all, the comparative analysis on the structure of two sets of papers indicates that they both examine students three basic skills of listening, reading and writing as well as Shandong version is more in line with English Curriculum Standard than the national version; the comparative analysis on individual type of questions indicates that they both examine linguistic knowledge and linguistic skills in the integrative ability to use language, while ignore emotion and attitude, learning strategy and cultural consciousness.Based on similarities and differences of two sets of papers, the thesis predicts that NMET has the following trends in the future: subjective questions increase with objective questions decreasing, oral ability begins to be paid attention, reading comprehension strengthens in depth and breadth greatly, tests on integrative skills increase, situations and openness in writing are more focused. At the same time, it puts forward suggestions for first-line teachers in high schools: cultivating the ability of discourse analysis, strengthening writing training, cultivating learning strategy, concerned about students’ feelings, reforming current practice in evaluation.Key words: NMET2008 in Shandong ve
