ABSTRACTIndustrialClusterisanimportant element in development of the world economy.Whetherinthedevelopedordevelopingcountries,theyhavemade remarkableachievements.Industrialclustersaregeographicconcentrationsof interconnectedcompanies,specializedsuppliers,serviceproviders,firmsinrelated industries,andassociatedinstitutions.Theyarelinkedtogetherbecauseofhaving generalitywithcommonnessandreciprocal.Theyformaspecializationandcooperation network,upgradeindustrialcompetenceandboostthegrowthofregionaleconomy.Itis aindustrialorganizationthatbetweenpuremarketandLevelsoftheOrganization.Such organizationismoreefficientthanthemarket,andmoreflexiblethanenterprises coordinate production.Inrecentyears,manyscholarsresearchonhigh-techindustrialclusters,suchas AmericasSiliconValley,Hsinchu,Taiwan,aswellasondomesticZhongguancun. Butasadevelopingcountry,particularinChinascentralandwesternunderdeveloped regions,Ourcomparativeadvantageistraditionalindustries.Comparetohigh-tech industrialclusters,ResearchontraditionalIndustrialclustersshouldhavemore practical significance.Accordingtodefinitionoftheinternationaleconomicandenterprisedevelopment organizations,industrialclustersincludefiveparts,whichisenterprise,governments, universitiesandresearchinstitutions,financialinstitutionsandintermediary organizations.Fromthesefiveparts,thisdissertationanalyzetheupgradingof traditionalindustrialclusters.Fromthegovernment,theauthorbelievesthatindustrial clusterdevelopmentneedsgovernmentsupportandguidance,butitbaseonthe governmentcorrectunderstandingindustrialcluster.Sothischapteraddressessomeof misunderstandingsonindustrialcluster,analyzedtheoreticalfoundationofGovernment interventionindustrialCluster,andpresentedthefunctionsofthegovernment.From enterprise,theauthordivideditintoadvancedenterprisesanddisadvantagedenterprises.
