Through the analysis of the concrete work in the process of teaching, the paper points out that the teaching management system should include the functions of recruiting students, student’s status management, teaching management, training plan management, lessons and teaching resources management, elective management, transaction processing, information releasing and assistant management, and particularly analyses the functional requirement and the concrete implementation of the status management module and transaction processing module. Meanwhile it introduces the process of developing and designing the teaching management system with the struts model based on J2EE.
