建设项目设计阶段投资控制研究 摘 要 在建设项目全过程造价控制中，设计阶段的投资控制是降低工程造价，提高投资效益，促进我国建筑市场健康、持续、稳定发展的重要环节。根据有关资料显示，设计阶段影响建设项目投资的程度为75％～95％，因此，当工程建设项目决策完成后，控制建设项目投资的关键环节就是设计阶段。设计阶段的投资控制体现了事前控制的思想，控制住设计阶段工程投资，会产生事半功倍的效果。在我国工程项目投资快速增长时期，基于设计阶段的工程项目投资控制仍属薄弱领域，投资控制不力造成的工程投资失控现象仍然很多。这为研究强调设计阶段的投资控制提供了现实意义。 工程建设项目的投资控制是项目业主运用科学的技术与管理手段对投资进行严格组织和监督的一个系统过程。本文通过分析建设项目设计阶段投资控制国内外现状，以及我国现阶段设计阶段投资控制管理工作中存在的问题，提出加强基于设计阶段的建设项目投资控制的重要性。主要论述建设项目投资控制的特点、原理，分析设计阶段投资控制因素、条件、目标的确定、工作流程。重点研究了设计阶段合理控制投资的方法措施，提出采用设计招标，引入竞争机制；开展限额设计，控制投资；推广标准设计，降低造价；运用加值工程，优化设计方案等方法。并通过对各种方法的比较分析，认为价值工程在设计阶段投资控制的作用相对来说比较全面，所以运用价值工程优选设计方案，以取得最佳的综合效果。 关键词: 设计阶段 投资控制 限额设计 价值工程 Research on Investment Control of Construction Project in Design Phase ABSTRACT Investment control of construction project in design phase is the important part to reduce engineering cost, enhance the investment benefit, and promote our construction market to develop healthy, sustainable and stable in the whole process cost control. According to the data, 75% to 95% of the total investment is determined by the design phase, so after making the decision of construction projects, the crucial phase of investment control is the design stage. Investment Control in the construction design phase reflects the pre-control theory, if it dose well that will produce a multiplier effect. Based on the design phase of the project investment control is still in weak areas, losing control of investment remains very much because of the inadequate control, when our project investment increased rapidly. It provides for us a practical significance to study the design stage of the investment control . Investment control in construction projects is a system process which the clients strictly organize and supervise investment by scientific technology and management measures. The paper by analyzing the construction project design stage at home and abroad actuality, and the problem in our current design phase of the investment management, putting the importance of investment control
