From the industrial proportional relationship，puts forward these modes including the industry market （in project types）segments，moderate monopoly and appropriate protection of the regional markets to realize the balanced development of construction industry. From the industrial growth patterns，puts forward technological innovation pattern for construction industry based on site technological innovation on one hand，to help technical achievements transform into productivity to achieve qualitative growth. On the other hand，creates service market of the existing project to achieve quantitative growth.
