China established an Urban and Rural Planning Law to promote the countrys urban-rural integration in 2007. Aiming at efficiently balancing the countrys development, the law was regarded as a cornerstone for Chinas long term efforts towards a coordinated planning for both areas. The new law also helps coordinate urban-rural spatial distribution to promote living environments for both urban and rural people, and to advance harmonious and sustainable development of the urban-rural economy. * * Indeed, Chongqing‘s GDP per capita in 2007 was just over 22% of Shanghai‘s and also fell slightly below the median for all Chinese province-level regions. Meanwhile, average disposable income per capita for urban households exceeded that of rural households by a factor of almost 3.6:1. This compares to a corresponding ratio of urban to rural income per capita of 2.32:1 in Shanghai and Beijing. According to Chapter 4, there are several key challenges that need to be addressed concerning the progress of land reform in China/Chongqing: a lack of clarity and coherence in laws and regulations for land ownership and land use rights, a lack of efficiency in managing the land market due to ambiguous and incoherent responsibilities between different administrative agencies, and over-expansion of urban lands resulting from rural land conversion due to government monopolization. Therefore, reforms addressing the problems above should be taken in Chongqing to achieve its goals: speeding up functional reforms at the municipal level; reallocating public finances towards rural areas, deepening reforms of household registration, increasing the scale and intensive management of rural land (through commercialization of the agriculture sector), and deepening reforms of the rural financial services system.
