We know that information fuels research and we know that the process by which research information is absorbed into the overall knowledge base is an organic one. New knowledge grows out of pre-existing knowledge. An individual scientist poses a question or theory. He reviews the published literature to verify whether others have also considered a particular question and if so, how. The researcher may seek to duplicate the investigation of others or, in seeking to support or eliminate a particular theory, the researcher may devise a new experiment and observe the results. Those results are made known to other researchers either by a presentation at a conference or through the traditional publication of an article in a recognized journal. Other researchers, the authors peers and colleagues, read and evaluate the work. That evaluation extends beyond the specific paper to the sources cited by the author.
