CCICED TASK FORCE 2011 PROJECT Policy Mechanism towards Environmental Targets for the 12th “Five-Year” Plan 棗2 Strategies and Policy Studies on Medium to Long-Term Pollution Reduction Implementation Plan July 29, 2011 Beijing CCICED TASK FORCE 2011 PROJECT Policy Mechanism towards Environmental Targets for the 12th “Five-Year” Plan 棗2 Strategies and Policy Studies on Medium to Long-Term Pollution Reduction Implementation Plan Background Pollutants total emission control is an effective measure of environment protection and pollution prevention all over the world, and plays a significant role in promoting industrial transition on both the national and regional levels. Since the 9th “Five-Year” Plan when China set forth the major pollutants total emission control targets on a national scale, total emission control policies have been implemented for three “Five-Year” Plans. In each phase, the social and economic condition, the environmental protection and the pollution reduction measures which total emission control policies faced are different, while the effects of emission reduction are different as well. However, the major pollutants total emission control system, has gradually become one of the main ideas to focus on within China’s current environment protection plan. During the 11th ‘Five-Year’ Plan, environment protection was given the priority by the Central Committee of the Communist Party of China (CPC) and the State Council, while pollution reduction served as a restrictive factor in the National Economy and Social Development. Under the efforts of pushing the historical transformation of environment protection and exploring new strategy for China’s environment protection, breakthroughs on environment protection have been made.
