地方政府债务风险的评估与化解 　　目前世界经济正处在经济危机后续的萧条逐步趋向于复苏的过渡转型阶段。后金融危机时代地方性政府财政风险不仅覆盖了发展中国家，还涉及到了包括巴西、阿根廷、俄罗斯、欧盟在内的国家。其中，地方性政府债务问题涉及面广泛且由来已久，从全球经济体系来看，无论是发达国家还是发展中国家，都无法有效的解决上述问题。 　　在我国，随着经济的高速发展，各项社会事业的稳步提升，城镇建设与工业化进程的不断加快，民生与社会医疗、就业等保障体系的不断健全，其背后必然暗藏着地方政府对建设性保障资金需求的快速增长问题，从而在客观上增加了地方政府债务风险。 　　为了保证地方经济的持续稳定发展，如何对地方政府债务进行有效地管理，对债务风险进行合理的评估与化解，逐渐成为社会各界广泛关注的焦点之一。 　　本文在对我国地方政府债务现状进行了全面深入调研的基础上，运用相关理论，分析了我国地方政府债务的规模、构成、举债形式、债务偿还特征、债务风险评估与预警机制、债务危机化解能力等方面取得的成就和存在的问题。同时，通过吸收借鉴国外地方政府债务风险管理的相关经验，明确了地方性政府债务与经济发展之间的辩证关系。根据我国地方经济发展的客观实际情况，提出了如何通过规范地方政府财政支出，建立合理的事权财权分配制度，完善地方政府债务管理机制，建立债务风险防范预警体系，完善化解地方政府债务风险的配套措施等方法来实现对地方政府债务风险的科学预警与有效控制。希望本研究能为规范我国地方性政府债务管理，加强地方政府债务风险防范与控制等方面提供些许帮助。 　　关键词：地方政府债务 债务管理 风险控制 　　Abstract 　　Now the global economy is in the transforming stage from the post-recession ofeconomic crisis to the gradual recovery. In the post-financial-crisis era, the financial risk oflocal government not only covers the developing countries, but also involves developedcountries including America, Japan and European Union countries. The financial riskproblem of local government involves a wide range and has been for a long time. From theglobal economic system, neither the developed nor the developing countries haveeffectively solved the above problem. With the rapid development of economy, the socialundertakings elevate stably, the town construction and industrialization process acceleratecontinually, and the security systems （such as people’ livelihood, medical treatment,employment, etc.） improve constantly in China. In this instance, the need of constructivesecurity fund for local government grows rapidly, which objectively increases the financialrisk.
