招标控制价中综合单价的确定问题研究 摘要 招标控制价作为《08清单规范》中的新定义名词，是按照正常的施工条件制定的，反映的是社会平均先进水平。它是为了避免投标人串标、哄抬标价而出台的控制最高限价的规定。 招标控制价的编制是工程量清单计价活动中的一部分，采用工程量清单计价的建设工程造价包括分部分项工程费、措施项目工程费、其他项目费、规费和税金。其中分部分项工程费采用的综合单价计价是招标控制价确定中的重点问题，也是本文研究的重点。本文根据对综合单价各组成部分的分析，确定出定额套用、材料价格确定和风险范围确定等三个关键问题。对于定额套用问题，通过相关文献分析，识别出定额套用的三种不同情况，分别用相关算例加以验证对于材料价格确定问题，引入项目特征描述的影响，建立了相应的询价体系，保证材料价格的准确可靠；对于风险范围确定问题，本文首先识别出综合单价需考虑的风险因素，通过建立综合系数法模型对各风险因素进行量化分析，进一步提高综合单价的准确性。 本文通过对招标控制价中最主要部分——综合单价的确定进行研究，为业主招标控制价的有效管理提供一些解决思路。 关键词：招标控制价综合单价 定额材料价格 A Study of the Determination of Comprehensive Unit Price in Bidding Control Price ABSTRACT As the new definition in the “08 bills of quantities valuation norm”, bidding control price is formulated in accordance with normal construction conditions, and reflects the social average advanced level. Its aim is to avoid the bidders driving up the price and the colluding behavior in bidding. The determination of bidding control price is part of activities in BOQ valuation. It is consist of Sub-engineering cost, measure project cost, other project cost, fees and taxes, among which the comprehensive unit price of sub-engineering cost is very important. Based on the analysis of the various components of comprehensive unit price, there are three key issues in this thesis including application of engineering quota, price of materials determination and risk scope determination. Studying the problem of application of engineering quota through relevant literature review, the thesis identifies three kinds of methods and verifies with relevant examples. Through connect the price of materials with characterization of the introduction of the project, the thesis establishes the price of materials inquiry system to ensure the accuracy and reliability. As to the problem of risk scope determination, the thesis identifies the risk factors should be considered and quantitatively analyses through establishing the coefficient of colligation model, which makes the comprehensive unit price more precise.
