民营造纸企业多项目管理探究 　　摘 要 　　本文以沈阳思特雷斯纸业有限责任公司精制不锈钢板垫纸、防霉玻璃板垫纸、印刷版衬纸、防油食品纸等新产品研发项目为依托，着眼于民营企业因多研发项目资源受限、计划性不强的突出问题，导致研发低成果、低绩效，本文以多项目管理的理论及项目管理的相关理论为基础，分析该企业研发过程中存在的问题，进而提出系统的解决办法。以达到对 S 企业研发项目有效实施，减少资源浪费，保证适应公司战略的需要。 　　本文根据不同特种纸研发项目之间的不同特征及相似点并结合当前民营企业特点和公司当期战略任务，在结合项目管理理论、多项目管理理论基础上，科学策划、合理安排，达到极大提高效率，促进过程平稳实施，保证多项目的质量和进度，提高项目的创效性的目的。 　　本文绪论部分主要介绍一家特种纸民营造纸企业基本状况，从企业的战略与宗旨阐述研发工作的必要性和实施多项目管理研究的意义，通过对企业当前战略性项目的分析研究，工作结构分解、组织架构设计、项目责任确定，进度计划等的安排，保障了研发工作的过程管理与控制的有效性，规范研发动作，提升公司研发管理水平。 　　文章在结论部分说明了多项目管理理论适合特种纸研发项目的管理并在实际应用中体现价值，多项目管理理论和项目管理理论是特种纸研发项目的理论依据，其项目重点是企业战略选择、组织架构优化、多项目计划管理，核心是在实际工作中应用并提高项目的创效能力。 　　关键词：项目管理，多项目管理，战略选择，组织架构优化，项目计划管理研究[] 　　Abstract 　　In this paper, relay on the new product development projects of shenyang stainless steelpaper Co. Ltd which are the 400 series stainless steel interleaving paper, high-grade glassplate interleaving paper, printing plate paper, oil proof food paper etc. .Focus on theproblems of the resource constrained and weak planing which were caused by multiple Ramp;Dprojects, with themulti-projectmanagement theory and project management theory asfundamental, analysis of the existing problems in the process of multi-project development,then proposes the solution.
