AbstractAbstract: The commercial model of non-law-enforcement police is a supply mechanism through which the private organizations share some burdens of the non-law-enforcement policeaffairs for the sake of interests and based on market trade. In this paper， it strives to study thecommercial model of non-law-enforcement police in order to render solutions to the low-efficiency of current police. The value of this paper is that via bringing the mature study achievement of public administration to police reform field which is a integrate part of publicadministration， taking a tailor-made analysis， to find the reasonable explanations to theproblems in the process of police product supply. At present， there are several theories such as market-oriented police， socialization of police， diversification of police， from which we learn the success of privatization of police overseas. However，without a clear and precise definition of the performance of market mechanism in police work， it’s caused some uncertainty and hindered the enforcement of police. Based on the nature of police itself， we confined the supply model to the non-law-enforcement police， as to avoid the unnecessary generalization of the supply model of police diversification. Meanwhile， it is precondition to underline the gap in this research field as well. In this paper，having used the logic of comparative analysis and deductive reasoning，in conjunction with the reference to relevant knowledge from public administration， economics， law， police study， it analyzed the nature of police public product and the necessity as well as practicability of non-law-enforcement police. As a result， it argued that non-law-enforcement police， as a mixed public product， once it is operated as commercial supply model in market competition， aiming to obtain efficiency and effectiveness and taking the market-oriented method of resources allocation， will be helpful as regard to the solution of nowadays practicalproblems in police wo
