ABSTRACTWith the rapid development of NGO, as well as the consciousness of participate in public policy gradually enhanced,NGO start to through various means and channels to participate in public policy making process, and attempt to exert influence on the policy establish, so that they could better achieve their organizational goals.However, the development of Guangxi NGO especially participation in public policy-making still faces many difficulties at this stage. therefore, it is crucial for management research of the NGO in Guangxi to analysis and research what straits will be faced with during the process, put forward the corresponding development approach, so as to promote the sound development of the NGO in Guangxi, become an important force in propelling Guangxi economic and social development. According to the reality development of NGO in Guangxi, this paper analysis the feasibility of its participation in public policy, the difficulties and the leading causes, fully draw lessons from the United States, Canada, Britain, Japan and domestic experience, in-depth analysis and comprehensive the plight of NGO participation in public policy formulation in Guangxi from the dimension of the government, NGO s own dimension, social dimension.
