摘要作为东亚文化之都和海上丝绸之路的重要起点，泉州在国家21世纪海上丝绸之路建设过程中有着举足轻重的作用。泉州积淀深厚的历史文化和极具活力的民营经济，无不为企业创新和产业升级提供了天然的优势。文化创意产业作为21世纪最具发展潜力的朝阳产业，其建设成效对于泉州建立海上丝绸之路先行区具有重大的推动作用。近年来泉州市文化创意产业发展迅猛，依托泉州市实力雄厚的设计制造业，通过整合各区（县）优势产业资源，加强传统历史文化与现代企业技术的融合，泉州市文化创意产业聚集已取得了一定的成效。然而虽然泉州市文化创意产业已经具备一定的基础，并具有良好的发展势头，但仍然存在创意人才匮乏、企业融资困难、政府认识不足等一系列问题。本文以泉州市为例，结合斯图尔德文化变迁理论和TCEV创意经济学基本原理，运用文献研究法、比较研究法、案例分析法，在借鉴境内外相关理论及实践成果的基础上，提出泉州市文化创意产业保障体系建设过程中存在的民间艺人边缘化、民间资本吸纳难、文化传承被忽视等问题，并结合闽南文化的特色以及闽南文化生态保护的特殊性，探讨区域文化生态保护视角下文化创意产业保障体系的构建，提出“集专家学者与民间艺人为一体、集财政拨款与民间资本为一体、集经济增长与文化传承为一体”的文化创意产业保障体系，从而为新时期泉州市文创产业保障体系的构建提供理论指导。关键词：文化生态保护文化创意产业保障体系AbstractAsanimportantstartingpointfortheEastAsiaandtheculturalcapitalofthe MaritimeSilkRoad,Quanzhouhasapivotalroleinthecountryinthe21stcentury maritimeSilkRoadconstructionprocess.Quanzhoulonghistoryandculture,and highlydynamicprivateeconomy,bothforbusinessinnovationandindustrial upgradingprovidesanaturaladvantage.Culturalandcreativeindustriesinthe21st centuryasthemostpromisingsunriseindustry,anditseffectivenessforthe constructionofthefirstdistrictofQuanzhouMaritimeSilkRoadhasestablisheda significantroleinpromoting.Inrecentyears,Quanzhouhasarapiddevelopmentof culturalandcreativeindustries,relyingonthestrengthofQuanzhoudesign manufacturing,Quanzhouculturalandcreativeindustrieshasformedacertainscale. AlthoughQuanzhouculturalandcreativeindustriesalreadyhaveafoundation,and hasagoodmomentumofdevelopment,buttherearestillproblemsofcreativetalent shortage,corporatefinancingdifficultiesand so on.ThispapertakesQuanzhoufor example,combineswithSteward’scultural changetheory andbasicTCEVprincipleofcreativeeconomy,useliteratureresearch, comparativestudyresearch,caseanalysisresearch,learnthetheoryandpractical achievementsathomeandabroad,askaquestioninQuanzhouculturalandcreative industriessupportsystem,suchascontemptfolkartists,difficultiesintheuseof privatecapital,andneglectofculturalheritage,combineswiththeneedofminnan culturalandEcologicalProtection,discussbuildingQuanzhouculturalandcreative industriess
