摘要 近年来，我国政府绩效外部评价理论研究和实践活动逐渐兴起，成为政府绩 效管理领域的新亮点，但是目前所进行的政府绩效外部评价理论研究和实践活 动，基本上都是针对大中城市政府开展的，而针对乡镇基层政府的绩效外部评价 研究和实践活动很少。作为我国基层政权组织，乡镇政府绩效高低关系到农民的 切身利益，关系到农村的稳定与发展，通过外部评价提高其绩效有着重要的现实 意义。 本文以乡镇政府为分析对象，遵循政府绩效外部评价的一般规律，吸取当前 城市政府绩效外部评价的经验和教训，在分析开展乡镇政府绩效外部评价障碍与 对策的基础上，构建出一套完整的乡镇政府绩效外部评价体系。本评价体系以社 会公众为评价主体，以乡镇政府社会管理和公共服务职能履行过程和效果为评价 内容，充分运用民意调查中的问卷设计、抽样、定性与定量分析等方法。评价体 系包括评价指标体系与问卷系统、评价实施系统、评价结果分析与运用系统，并 结合扬州市邗江区社情民意调查活动进行了具体分析。 关键词：乡镇政府、绩效、外都评价 Abstract Inrecent achievementeffectof years，outside onlcountry governmenttheory studiesand is ontherise thenewfield activity of gradually estimatingthat，become achievement at bein what government effect,butpresent progressgovernment achievementeffectoutsideestimatesthat studiesand carriesoutan theory activity， thatthe is for being government and mainlyopen-mindedspecificallylarge medium-sizedachievementofthe andtowns cities，while unit villages grass-tooLs effectoutsidevaluation and into exerciseis government studyingputtingpractice few．As atthe especially0111countryorganizationsofpoliticalpowerglass—roots level， achievementeffect of
