仙林大学城和栖霞地区资源整合 过程中的政府作用研究 摘 要 江苏省政府、南京市政府为了全面推进“教育向大学城 20 集中和“人口向新市区疏散的战略目标， 02年启动 仙林大学城建设。经过8年的发展，现己有11所高等院校、 4所中小学进驻仙林大学城，在校师生达17万多人，区内居 民7万多人。目前正在建设仙林新市区。 文章通过对 “仙林大学城”的分析和研究，通过对现 阶段仙林大学城在建设过程中形成的主要资源及利用现状 研究，通过对地方政府在仙林大学城建设中的作用研究，分 析“仙林大学城”的发展阶段及在各阶段政府应该起到的作 用，总结在本阶段，政府如何更好地整合仙林大学城和栖霞 地区的资源。 通过抽样调查、案例分析、归纳总结，仙林大学城是政 府主导开发的“规划建设型”大学城，目标定位为新城型“大 学城’’，其发展分为三个阶段(规划期、形成期、完善期)， 现阶段处于由规划期向形成期过渡时期，在本阶段，政府的 作用方式为“直接参与式管理管理模式。通过政府对大学 城的科学规划，利用仙林大学城内各种有效资源发展周边商 贸圈、产业圈，构建仙林的核心竞争力，实现大学城向城市 功能区的转变。 关键词：大学城资源整合政府作用 管理模式 Function ontheGovernment’S Study fortheResources of integration Xianlin andthe District the universitycity Qixia Abstract Forthe of“Educationassembleto evacuateto target university”and“Population new andthe startto area’．2002，theJiangsugovernmentNanjinggovernment constucttheXianlin are11 institutions，4 city．8yearslater,therealready university 1 studentsinthe morethan middleand school 70，000 primary 70，000 college，and in new areais construction． inhabitant．Now,Xianlinmetropolitan Inthe researchand oftheresourcesoftheXianlin paper,through analysis Government’S thescheduledtimesoftheXianlin universitycity,the Fun
