摘要 协商民主理论表达了公众对民主真实性的普遍关注，一经问世就受到国内外学者的 普遍关注。研究与实践表明，协商民主对于公共决策的合法性、科学性和规范性建设具 有十分重要的指导意义，在解决多元冲突、缓和政府和公众之间的矛盾、凝聚共识、推 进决策施行方面都收到了良好的效果。 本文首先讨论了协商民主的通识性问题，协商民主与我国公共决策环境的适应性问 题，并列举了协商民主应用的类型，举出协商民主决策的成功案例；接着以乌鲁木齐市 BRT 快速公交系统决策为例，通过协商民主的视角来重新审视整个决策过程，发现了 地方政府在决策过程当中采用符合协商精神并得到公众认可的措施，也发现了政府决策 “内输入”“内卷化”特征明显、缺乏协商理念、博弈技巧不足等问题，而这些问题的 原因都指向了对于“共同的善”的理解问题，处理不好就会导致地方政府决策缺乏公众 基础，而决策不够严肃也会使政府的权威受损，最终带来治理危机；最后针对这些问题， 提出了政府在进行协商决策时应注意的问题，提供借鉴参考。 关键词：协商民主; 地方政府决策; BRT 快速公交系统; 乌鲁木齐 I Abstract Deliberative democracy theory expressed widespread public concern about the authenticity of democracy, by the advent of widespread concern on domestic and foreign scholars.
