人 ；M 巾;i W 公 I- (m pa ) W l I 中文 摘 要 随着 经 济 社会 的发 敁 ，楼 j 经〈济 /i:发 展 中 也不 断 出现 新 的 问题 和 闲难 ，这 些 M 题 也 制 约 了楼 宇经 济进 ?步 的发 展 。因此 ，如 何妥 善 的解 决这 些 W 题 ，成 为城 市 管 理 者 必 须 予 以解 决 的新 课题 。 本 文在 深 入 分析 天津 市 和平 区楼 宇经 济现 状 的基 础 上 ，对和 平 区 内楼 宇经 济 发展 中 如 何 加 强和 完 善 公共 管 理 的M 题 进 行 分 析 和 思考 ，特 别 是 引入 一些 具有 高度 代 表 性 的研 究个例 ，从横 向层 面上 集 聚研 究对 象 的 问题特 征 ，梳理 共性 问题 ，确 定研 究方 向的锚 点 。 本 文 采 用 了迈 克尔 波特 教 授 的战 略 分 析 方 法 （SWOT 分 析法 ），结 合 和 平 区楼 宇 经 济 管理 工 作 的实 际 ，通 过 梳 理 四个 方面 的特 点 ，设计 对 策框 架 ，实现 战 略层 到 战术层 的回 归 ，尝 试 提 出 了天 津 市 和 平 区楼 宇 经 济 的 战 略 层 面 分 析 结 果 。 本 文 中关 于楼 宇经 济 管 理 对 策 的部 分 ，是针 对 SW OT 分 析 的结 果 ，从 分 析 结 果 的 四 个维度，紧扣研究主题，提出可实践、可操作及可回馈性的应对策略，将逐步改善和〒 区楼 宇经 济 管 理 的水平 。相 信 到 “十二五 ”结束 ，楼 宇经 济 必将 成 为和平 区最 具特 色 的 经 济 载 体形 式 ，成 为 天津 市经 济 的新 名片 。而 本 文 的研 究工 作也 会 为丰 富和 发展 公共 管 理 理 论 贡 献 自己的涓 滴 力 量 。 关 键 词 ：和平区；楼宇经济 ；SWOT ; 战略管理 A b s tra c t W ith the developm ent of econom ic society, bu ild ing econom y continually com es cross new prob lem s and troub le in the process, w h ich d iscourages bu ild ing econom ys further developm ent.
