我国公共政策的延续性探究 摘 要 公共政策是政府施行公共管理的工具，是政府管理公共事务、从事公共活动过 程中“看得见的手”。随着社会公共事务的日趋复杂，以政府为核心主导力量的公 共管理者如何适应其发展需求，建设具有现代公共管理特点和意义的公共政策并使 之全面有效地施行，是当前我国公共管理领域中的重大课题。本文引入现代企业管 理中“延续管理”理念，基于公共政策本质特性并结合现代公共管理理论，提出公 共政策有机延续性建设概念和论点，以期从一个相对独特的角度来探究我国现代公 共政策的建设。 文章指出，所谓公共政策的延续，是指公共政策本身确保得到稳定而持续有效 的执行，以及其对后继政策具有现实、持续而有积极意义的影响。就其外延而言， 延续性公共政策至少包涵三个层面的含义：一是所制定的公共政策本身是一个科学、 合理、有效的政策；二是当前阶段已经或正在确保该公共政策有效落实和执行；三 是该政策具有可延续性，作为上阶（前阶）政策，它理所当然成为下阶（后阶）政 策的基础和依据，即后者是前者的进一步完善与延续。当然，文章所指的“延续” 并非简单、片面而机械的连续和延伸，而应该是有机的，是在结合实际基础上的、 经过有效完善后的更为科学合理的承继行为。由此，推进公共政策延续的重要意义 也就不言而喻了。 文章结合实际，指出目前我国公共政策施行过程中缺乏延续的现象和问题，并 就其成因作了不同层面的剖析和追溯；同时，也介绍了可供借鉴的西方较发达国家 现代公共管理理念及其延续性公共政策建构的实践经验。在此基础上，就我国推进 公共政策延续性建设提出了建设性意见和建议，即分别从建设现代公共决策体系、 提升公共政策本体质量、加强公共人力资源建设与执行监管以及建立健全公共政策 及其运作评估体系等四个方面，阐述了全方位推进公共政策延续性建设的针对性举 措。 关键词：公共政策，公共管理，延续性，建设 RESEARCH ON PUBLIC POLICY CONTINUITY IN CHINA ABSTRACT The government is a tool for public policy purposes of public management is the management of public affairs. engaged in public activities in the course of the visible hand.
