中 文 摘 要当前社会主义新农村建设恰逢信息技术蓬勃发展、应用领域不断拓展的时期，我国政府向来关注农村和农业的发展，加快了信息技术在中西部农村地区政务活动中的应用，以缓解当前我国农村经济社会发展迟缓、城乡差距拉大等诱发社会不稳定因素。在以互联网为特征的社会发展阶段，农村信息化水平低下会继续诱发这些不稳定因素的出现。我国电子政务在东部农村发展相对完善，但在中西部农村地区的建设就相对薄弱一些。在绝大部分中西部农村，电子政务的平台虽然已经建立起来了，但其中功能不完善、利用率低等情况仍然不能让农村电子政务发挥应有的作用。究其原因主要是中西部地区整体的经济实力相对薄弱，信息素养也相应、相对地偏低，这就决定了中西部农村地区电子政务发展滞后的局面。关键词:中西部农村 电子政务 困境Difficulties and Countermeasures of e-government construction in Central and Western Rural Areas英文摘要Abstract:The construction of new socialist countryside coincides with the quick development of information technology, the application field expanding period, the Chinese government has always been concerned about the rural and agricultural development, speed up the application of information technology in rural areas of central and western administrative activities, to alleviate the current Chinas rural economic and social development is slow, the gap between urban and rural in the social instability the factors on the Internet. The characteristics of social development stage, the low level of information in rural areas will continue to induce these unstable factors. Chinas e-government in the eastern rural development is relatively perfect, but in the rural areas of the Midwest is relatively weak. In most rural areas in Western china, The e-government platform has been established, but the function is not perfect, the low utilization rate still can not let the Rural E-government play its due role.
