AbstractTheCommunistPartyofChinahasalwaysattachedgreatimportancetotheconstructionoftheCPCconductandofacleangovernmentinruralgrassroots.TobuildtheCPCconductandacleangovernmentinruralgrassrootsisanobjectiverequirementofmaintainingtheParty’sadvancednatureandpurity,isthepremiseandguaranteefortheformulationandimplementationoftheprinciplesandpoliciesoftheparty’sruralwork,istheinevitablerequirementstoconsolidatetheParty’srulingfoundationinruralgrassrootsandthepracticalneedsofconsolidatingthepeople’sdemocraticregimeofruralgrassroots.IntheearlydaysofthePRC(1949.10-1956.9),alongwiththechangesofParty’ssocialstatusaswellasthechangesofsocialenvironmentofPartyfaced,theconstructionoftheCPCconductandofacleangovernmentinruralgrassrootsfacedwithagrimsituation,mainly:themembersandcadresofthePartyinruralgrassrootshaverelativelylowlevelofcultureandpoliticaltheories,andthegrowthoftheempiricismandcorruptionaswellastheprevalenceofbureaucracywiththecommand.InordertocarryforwardthefinePartystyle,tocurbcorruptioninmembersandcadresofthePartyintheruralgrassroots,theCPChastakenaseriesofmeasures,suchastostrengthentheMarxisteducationtothemembersandcadresofthePartyinruralgrass-roots,tocarryoutthemovementoftherectificationandPartyconsolidationandtheagainst“newthreeevils”inruralgrassroots,tocombinewithagriculturalmutualcooperationmovementandtheworkofstatemonopolyforpurchaseandmarketingtocarryouttheconstructionoftheCPCconductandofacleangovernmentinruralgrassrootsaswellastoestablishandimprovetheParty’sdisciplineinspectionandsupervisioninstitutionsandadministrativemonitoringbody,todobetterpetitionworkinruralgrassroots.AllthesestrengtheningandimprovementmeasuresoftheconstructionoftheCPCconductandofacleangovernmentinruralgrassrootsplayedagoodroleincreatingafinestyleanddiligentandcleanpoliticsatmosphereofthemembersandcadresofthePartyinruralgrassroots,andconsolidatingtheParty’sorganizationsandthepeople’sdemocraticregimeinruralgrassroots.ButduetothelimitationsoftheParty’sgoverningstyleandleadershipstructurei
