在水资源管理中存在的主要问题；最后结合前面的相关理论和思路，对问题做出分析。第五章：对嘉定区建设有地方特色的水资源管理和完善提出具体思路和政策建议。第六章：总结。对全文进行总结；并对未来的研究方向作了展望。关键词：节水型，社会，水资源，管理，嘉定区CONSSTRUCTIONOFWATERRESOURCESMANAGEMENTFORTHEWATER-SAVINGSAVINGSOCIETY:ASTUDYINJIADINGDISTRICTABSTRACTWaterisofgreatimportanceforourlives.Itisthesourceoflife,production,andecologicalbase.However,thespatialandtemporaldistributionofwaterresourcesisuneven.Nowadays,waterresourcesareshortage,waterpollutionisserious,andwaterenvironmentaldeteriorationhasbecomeincreasinglyprominent.TheproblemofwaterresourceshasbecomeamajorbottleneckrestrictingChinaseconomicandsocialdevelopment.Nowtheproblemofwaterresourcesissosevere.Inmanyareastheutilizationefficiencyofwaterresourcesisverylow;theexploitationmodeisrough,theseriouswaste,andthesewagedisposalisserious.Insuchasituation,thetraditionaladministrativemeasurescannotcompletelysolvetheproblem.Strictmanagementofwaterresources,aswellastheestablishmentofwater-savingsocietyisthestrategytosolvethewaterprobleminChina.Therefore,thispaperaimstoprovidesomesuggestionsforthemanagementsystemofwaterresourcesinChina.Thisthesisisstructuredasfollows:Chapter1:Introduction.Inthischapter,Idiscussedthebackgroundandsignificanceofthisresearch.Basedontheanalysisofcurrentsituation,Idesignedthedirection,methods,andframeworkofthisresearch.Chapter2:Overviewofwaterresourcessystemandnewmanagementtheory.Firstintroducetherelationshipbetweenwaterresourcesandtheestablishmentofwater-savingsociety.Theobjectivesandprinciples,maincontentsofmodernwaterresourcesmanagementwasdiscussed.Inaddition,IsummarizedthemainfeaturesofwaterresourcesmanagementinChina;introducethemajormanagementmodesofthedomesticwaterresource;analysisthecharacteristicandsharetheexperience.Chapter3:IntroductionofthewaterresourcesmanagementinJiadingDistrict.Inthischapter,IanalyzedthedevelopmentandutilizationofwaterresourcesinJiading.ThenIdiscussedthesupply-demandbalanceandallocationofwaterresources.Chapter4:AnalysisofwatersavingsituationsandtheproblemsinJiadingDistrict.FirstIdiscussedt
