摘要随着市场经济在中国的逐步完善及人事制度改革的不断深入，企业之间的竞争 越来越集中于核心骨干人才的竞争。企业的中层管理人员在企业人才队伍中发挥着 中流砥柱的作用，既是战略的执行者，又是战术的制定者和管理者，是联系企业高 层与基层的桥梁和纽带。正确评价企业中层管理人员的能力和业绩，发挥中层管理 人员的潜力，调动中层管理人员的积极性，直接关系着企业核心能力的发挥，关系 着企业愿景及战略目标的实现。本文在深入研究国内外绩效考评理论的基础上，运用人力资源管理和新制度经 济学的有关理论和方法，对 JL 集团中层管理人员的绩效考评体系进行了较为系统 地研究和反思，发现 JL 集团现行的中层管理人员考评机制存在着针对性不够、操 作性不强、反馈不及时、效率较低等系列问题。针对这些问题，结合 JL 集团中层 管理人员绩效考评工作现状，以及新时期新形势对现代企业中层管理人员队伍的要 求，在工作岗位分析的基础上，运用关键绩效指标法和层次分析法、模糊综合评判 法等方法，重新确定综合考评的指标体系和权重分配，对 JL 集团的中层管理人员 绩效考评体系进行提升和完善，重构 JL 集团中层管理人员综合考评机制。本文认为，JL 集团作为大中型国有企业、上市公司，为中国摩托车行业发展做 出了重要的贡献，在企业的发展过程中为行业和自身培养了大量的管理和技术人 才，积累了丰富的企业中层管理人员绩效考评经验。但是近年来，JL 集团的发展没 有与时俱进，其重要的原因之一，是在原有绩效考评机制下，该集团中层管理人员 在集团价值创造活动中的潜能和作用未能得到有效的激发和利用。因此，中层管理 人员综合考评机制重构研究，对于正处于重要转型期和机遇期的 JL 集团来说，具 有重要的现实意义和紧迫性。本文的研究成果，可为完善和重建 JL 集团中层管理人员综合考评机制、提升 该集团人力资源管理水平及管理效率提供具有建设意义的思路和操作方案，同时可 为其他国有企业的中层管理人员综合考评机制改革提供有益的借鉴。关键词：中层管理人员绩效考评关键业绩指标层次分析法模糊综合评判法AbstractAs the market economy is gradually improved and the reform of personnel system is constantly deepened, the competition among enterprises increasingly focuses on the competition of core backbone talents. The middle management in enterprises, not only the strategy executant, but also the maker and regulator of tactics, has been the mainstay in enterprise personnel and plays a role of bridge and link between high level and basic level.
