内容摘要警察机关政府采购是警察机关得以正常运转的重要物质支持，随着我国警察 机关政府采购的数量和规模的不断扩大，警察机关政府采购逐渐暴露出来的种种 问题值得我们关注。为了保证警察机关的正常运转，及时有效的开展各项勤务和 业务活动，进一步完善警察机关政府采购的监督机制是亟待解决的一项重要课 题。本文结合我国警察机关政府采购工作的实际，对我国警察机关政府采购监督 机制存在的问题及原因进行了深入的分析。本文对警察机关政府采购监督机制的 探讨主要从法制层面和管理层面展开。首先从法制层面和管理层面对警察机关政 府采购监督机制的现状及问题进行了分析；其次借鉴了世界上其他国家的经验和 做法以及管理学的相关理论，从法制层面和管理层面两个角度出发，对完善我国 政府采购监督机制提出了相关建议。从法制层面来看，我国警察机关政府采购监督机制存在着监督主体不明确， 未充分发挥公民社会监督的作用、监督主体之间权限划分不明确、现行监督机制 部分不具有可操作性及供应商救济机制不健全等问题。本文借鉴了相关理论和国 外的较为成熟的经验做法，提出了完善警察机关政府采购相关立法、建立起公民 社会监督制度、建立警察机关政府采购廉政条约制度、加强事前、事中和事后监 督主体之间的沟通与协作及加强对供应商的监督等建议。从管理层面来讲，我国警察机关政府采购监督机制存在着监督流程不明确、 激励措施不到位及采购人员及监督人员专业知识缺乏等问题。本文借鉴了管理学 的相关理论和实践经验，对其进一步完善提出了建议。例如加强对警察机关政府 采购监督机制的流程管理，制定监督流程图；给予监督人员以一定独立性和自主 性，提升相关人员待遇，建立绩效奖励制度；建立起警察机关政府采购知识库， 并定期对监督人员进行业务考核等。关键词：政府采购；监督机制；法制层面；管理层面AbstractGovernment procurement is the vital material support to keep the normal operation of the police. With the increasing number and the expansion of the scale of government procurement in the police, various problems gradually exposed to us. In order to ensure the normal operation of the police, and carry out the service and operational activities promptly and effectively, the further improving the supervision mechanisms for government procurement in police is an important issue to be solved. Based on the actual work of the police in government procurement, this paper makes a deep analysis on the problems and the causes existed in its supervision mechanisms. And in this paper, the discussion on the supervision mechanisms in the police of government procurement will be unfolded at the level of legal and management.
