AbstractInrecentyears,Chinesecigaretteenterprisesinreformandopeningup,constantlystrengthenthefoundationmanagement,intheincentivetoemployeestotakeavarietyofmeans,tomobilizetheenthusiasmofthestaffandworkersoftheenterprise,however,duetothelimitationoftheconceptoflagandotherconditions,thecigarettetoemployeesbyenterprisesespeciallyinthelackofincentivepayattentiontoscienceandtechnologytalents,incentivesarenotinplace,technologytalentsincigaretteenterprisescontributionsandincomeproportion,treatmenttechnologypersonnelandthegeneralstaff,nodifferencewasnotlevel,whichseriouslydampenedtheenthusiasmofscientificandtechnicalpersonnel.Incigaretteproductionenterprises,scienceandtechnologytalentsareimportantworkincigaretteproductionenterprisesintheproductdevelopmentandmaintenance,cigarettematerialstechnologyresearch,cigaretteproductiontechnologyimprovementandsoon,andtheselinksisakeyscientificandtechnologicalinnovationincigarettemanufacturingenterpriselocation,butfromourinvestigationtosee,mostofthecurrentcigaretteproductionenterprisesexistingincentivesystem,isnotadapttothenatureoftheworkandscientificandtechnologicalpersonnelwidespreadtechnologytalentscharacters,thereistheincentivemechanismdesign,ignorethetechnologytoitsowncharacteristicsandthenatureoftheirwork,whichleadstothelackofeffectiveincentive,resultingincigarettetechnologytalentteamnotproductionenterprisesstability,intheresearchinnovationenthusiasmdeficiency.Sothispaperchoosesthetalentsofscienceandtechnologyofcigaretteenterpriseastheresearchobject,hopingtousethescientificmethodofanalysis,demandcharacteristicsaccuratelygraspthetalentsofscienceandtechnologyatthepresentstageofcigaretteproductionenterprises,findoutthecigaretteproductionenterprisesinthetechnicaltalentincentivemechanismproblemsandareasinneedofimprovement,howtotaketheeffectiveincentivemeasures,perfectforcigaretteproductionenterprisescienceandtechnologytalentsthecharacteristicsofincentivemeasures,toprovideaneffectivecountermeasuretorealizescientificmanagementincentivefo
