摘 要我国历史悠久、文明灿烂，历史文化遗产数量众多，随着经济体制改革的深 入推进，城市化进程不断加快，历史文化遗产的保护与城市发展的矛盾日益突 出。历史文化名镇、历史文化街区是历史文化遗产的主要展示载体，是历史文 化遗产保护的重要组成部分，做好它们的保护与开发工作，是时代赋予规划编 制者的使命。本文主要采用案例分析法，基于对国内外历史文化名镇、历史文化街区保护 规划编制及管理实践模式的分析，借鉴其经验和启示，结合杨柳青镇历史文化 资源的现状和未来发展，研究分析了杨柳青镇历史文化保护区所在区域的控规 单元控制性详细规划编制过程及成果，总结了单元控规编制过程中控规指标刚 性过强、公众控规参与欠缺等问题，并提出解决的技术方案。进而，深入探讨 研究了在单元控规编制工作中，对城市设计环节的创新手段，为历史文化名镇、 历史文化街区保护规划提供了一定的理论参考和经验借鉴，为协调解决历史文 化遗产保护与经济建设发展提出了新的思路和方法。关键词：历史文化名镇 保护控规编制ABSTRACT. Our country’s long history and splendid civilization offer us a great number of historical and cultural heritages. However, with the deepening of the reform of economic system and the continuing acceleration of urbanization, the contradiction between the conservation of historical and cultural heritages and economic development becomes obvious. As a perfect media and exhibition of historical and cultural heritages, the famous historical and cultural towns and communities play an important role of their conservation, so it’s our era mission to conserve and protect them.Taking the analysis method of case study, this article is based on the analysis of the conservation planning and the management practice model of domestic and foreign historical and cultural heritages, absorbing the referential experience and inspirations. Combined with the current situation and the future development of the historical and cultural resources of the town of Yangliuqing in TianJin, it studies and analyzes the regulatory detailed planning and design results of the regulatory unit where the town’s historical and cultural protection scope is. It summaries the problems of the stiffness of regulatory indicators and the lack of public regulation in planning, and proposes technical solutions.
