摘要全国重视发展科学教育事业的同时，大学城的成立成为教育创新的主要途 径，有利于在大学城内的各高校合理配置教育资源，发挥大学城中优秀人才的 智慧作用，提高全国公民素质，提升城市的综合竞争力，具有深远的战略意义。十二五规划中山西省政府结合当前国家中部崛起战略和山西省经济的转型 跨越发展的有利契机，大学城作为太原都市圈的技术研发中心和人才储备中心， 充分发挥大学城的经济集聚效应，带动太原都市圈的经济社会综合发展，把大 学城建设成为太原都市圈高新技术的孵化中心，努力实现大学城与太原都市圈 的良性互动发展，实现太原都市圈在国家中部地区崛起中"北引擎"的价值和太 原都市圈对全省经济社会发展的辐射带动作用，促进我省转型跨越发展具有重 要意义。本文以集聚理论作为理论支撑，借鉴国内外大学城与都市圈产业发展良性 互动的成功案例，剖析和汲取其在产业结构、人才政策、政府支持和培育园区 的高新技术企业集群等相关方面的特点，构造大学城的内在推动功能和外部辐 射功能。内在推动功能表现为：1.发挥大学城内部的“产学研” 作用。2.为高 新技术产业园区建设提供科研支持。3.促进太原都市圈正外部投资环境的建立。 4.重塑大学城周边社区文化和人文环境的新形象。外部辐射功能表现为：1.大 学城能够对周边区域服务行业起到提升作用；2.大学城能够带动太原都市圈辐 射区旅游业的发展；3.大学城能够推动太原都市圈房地产行业的繁荣；4.大学 城能够催化周边地区的传统农业向现代农业模式的转变；5.大学城能够完善太 原都市圈内基础设施建设；6.大学城能够提高太原都市圈核心区的城市化水平。最后，对发挥大学城内部、外部双向功能提出三点政策机制建议：1.构建 高校与企业“产学研”合作机制、2.联合高新企业创办大学科技园、3.建立大 学城各高校资源共享与团队合作的机制。【关键词】大学城太原都市圈产学研集聚辐射效应AbstractChina has attached great importance to the development of science and education at the same time. The establishment of the Higher Education Mega Centers (HEMC) become the main way of educational innovation, and is conducive to the rational allocation of educational resources. They are important to improve the quality of the citizens of the country, to enhance the city comprehensive competitiveness, with far-reaching strategic significance.Shanxi provincial government combines the current favorable opportunity of the national strategy of central China with Shanxi Province Economic transformation situation.
