中文摘要本世纪初，中国政府把加快天津滨海新区开发作为全国总体发展战略之一，希望通过滨海新区的开发建设，使其在推进北京、天津、河北和环渤海区域经济振兴、促进中西互动和全国经济协调发展中发挥更大作用，党的十八大提出了要进一步深化行政体制改革，重点加强行政审批制度的调整，进一步简政放权。在此基础上，滨海新区率先创新，大胆尝试，成立了滨海新区行政审批局，使得滨海新区的行政审批工作迈上了新的台阶。本文首先阐述了滨海新区行政制度改革，行政审批局成立，以及行政审批局电子政务应用-网上行政审批系统进行研究的背景和意义，陈述了国内外对于网上行政审批系统的研究现状并进行分析，然后对行政许可与行政审批、电子政务、新公共服务理论、EA理论等概念理论进行介绍，为对研究滨海新区行政审批局网上行政审批系统建设提供理论上的支撑与说明。在此基础上，通过对滨海新区行政审批局的成立的整个过程，包括成立环境背景，指引路线、举措机制、相应配套、实施目标、步骤细节，以及行政审批局成立后的细分机构和相应职权职能进行详细的说明，并以此为根据，提出滨海新区行政审批局对于网上行政审批系统设计和应用上的需求，然后针对需求对滨海新区行政审批局网上行政审批系统的建设过程中遇到的问题进行研究，并提出相应的解决方案。本文希望对滨海新区行政审批局网上审批系统建设问题的研究，可以为其他地区在行政审批改革方面提供范例，使其可以通过借鉴相关的成功经验启发、指导或完善其自身的行政审批制度改革。关键词:行政审批行政审批局网上审批系统ABSTRACTAtthebeginningofthiscentury,ChinesegovernmenthastakentheTianjinBinhaiNewAreadevelopmentasoneofthecountrysoveralldevelopmentstrategies,hopingthatthroughtheconstruction,BinhaiNewAreacanplayamoreactiverolenotonlyinthepromotionofeconomicdevelopmentofBeijing,Hebei,TianjinaswellasinCircum-Bohai-Searegion,butalsoinencouragingtheinteractionwithwesternworldandinboostingthecoordinatedevelopmentofthenationaleconomy.Inthe18thNationalCongressoftheCommunistPartyofChina,ourpartyproposedtomakefurthereffortsondeepeningthereformofadministrativesystemwhichwouldputmorefocusontheadjustmentofadministrativesystem,aswellasonstreamliningadministrationanddelegatingpowertothelowerlevels.Accordingtosuchaprinciple,BinhaiNewAreaestablishedBinhaiNewAreaAdministrativeExaminationandApprovalBureauinnovativelybyleadingtoinnovativeideaandbyexploringnewthingsbravely.AlltheseeffortshavecontributedalotfornewaccomplishmentsoftheBinhaiNewAreaAdministrativeExaminationandApprovalBureau.ThispaperfirstlygivesanintroductionoftheadministrativesystemreforminBinhaiNewArea,oftheestablishmentoftheAdministrativeExaminationandApprovalBureau,aswellasofthebackgroundandsignificanceofe-governmentapplicationonlineoftheAdministrativeExaminationandApprovalBureau.Secondly,itanalyzesthedomesticandforeignresearchabouttheonlineexaminationandapprovalsystem.Finallyitoffersageneralstatementonthea
