AbstractComparedwiththewayoftraditionalsupervision,networkanti-corruptionisapublicopinionforcewhichhasdistinctivecharacteristics.Itsetsthebreakthroughpointandthepointofintegrationforgovernmentandcitizensjointlyrectifycorruption.Moreover,itisanewphenomenonforcitizenstoparticipateinpowersupervision.Thefailureofcitizenparticipatingintheanti-corruptionthroughthetraditionalchannels,quickandefficientcommunicationplatformwhichprovidedbynetworktechnologyandthepursuitofsocialcorepoliticalvaluesjointlypromotecitizenstoparticipateinnetworkanti-corruption.Atpresenttheofficialwebsitereportandcivilnetworkexposurearetwobasicwaysforcitizenstoparticipateinthenetworkanti-corruption.Comparedwiththeformerauthoritativeness,theadvantageofthelatterissmoothflowandtimeliness.Usuallycitizensplaytheroleofwhistleblowers.investigatorandcommunicationinitiator.BecauseNetworkanti-corruptionisakindofpostpunishment,togetherwiththecomplexityofthecitizenconstitution,unobjectiveandirrationalstance,aswellasthelackoflegislationandtheabsenceofregulationinnetwork,westillneedbeprudentindealingwithcitizens’participationinnetworkanti-corruption.Tothisend,wearecommittedtobuildingsuchamechanism,basedontheprinciplesofinformationdisclosure,diversifiedbody,officialsandthepublic’scooperation,thelegalregulatorymechanisms,rightsprotectionmechanisms,effectiveresponsemechanisms,andtechnicalsecuritymechanismsareasthecontents.Throughthedevelopmentofe-government,improvementofthequalityofcitizens,enhancementoftheresponsibilitysenseandimprovementoftheinstitutionalenvironment,along-termmechanismforcitizenstoparticipateinthenetworkcorruptionwillbebuilt.Ultimatelythroughthesynergiesamonggovernment,societyandcitizens,thedockingofnetworkandsystemanti-corruptionwillbeachieved.Anditwillpromotethecitizenstoparticipateinthenetworkanti-corruptionmoreorderly.Keywords:CitizenParticipation;NetworkAnti-corruption;OfficialWebsiteReport;CivilNetworkExposure目录摘要................................................................................
