With a short history of six years, the practice of government procurement is still at the exploratory stage. In many places throughout the country, government procurement is inefficient because of its nonscientific system. Therefore, China should learn from the international experience to design an efficient government procurement system that aims at getting maximum benefits with lowest costs. The starting point of this research is how to increase the benefits of government procurement.The objects a government procurement include merchandizes, projects and services. In many places, government procurement model has been formed on the base of simply goods like office furniture, while the more complex model of project purchase is still under development. Being engaged in project purchases for the Shanghai Municipal Government, the author is able to collect materials of successful and unsuccessful cases.At the beginning, this paper reviews the project procurement of China’ s government procurement. Then, with advanced tools such as game theory and price project analysis, it analyzes the concept, content and evaluation of purchase benefit and ways to improve it.
