摘要摘要党的十六届四中全会通过的《中共中央关于加强党的执政能力建设的决定》，首次完整的提出了“构建社会主义和谐社会”的概念，并且明确提出构建社会主义和谐社会的任务。2005 年春天，胡锦涛发表重要讲话，深刻阐述了构建社会主义和谐社会的基本特征、重要原则、深刻内涵和主要任务，强调要建设“民主法治、公平正义、诚信友爱、充满活力、安定有序、人与自然和谐相处”的社会主义和谐社会。构建社会主义和谐社会既顺应了时代的潮流，同时也是建设富强、民主、文明、和谐的社会主义现代化国家的内在要求。和谐社会是政治、经济、文化等多方面的和谐共存，政治和谐作为社会主义和谐社会的应有之义，是指在政治权力结构内部各个子结构和各方面关系相对均衡和稳定的基础上，国家机器可以有序运转，各种政治活动能够积极开展，各种利益关系得以协调的一种状态。从理论上搞清楚什么是政治和谐，如何实现政治和谐，不仅可以为政治和谐的构建提供理论上的指导，还可以促进社会主义和谐社会的构建。但是，由于我国正处于社会转型时期，结构战略性调整和改革的继续深化产生了众多不和谐的因素，诸如分配不公、贫富差距拉大、群体性事件等等，都严重影响了政治和谐的构建。以政治权力结构为切入点研究政治和谐，就是通过对政治权力结构的现状分析，找出其中不利于政治和谐构建的方面，进而探索出政治和谐的构建路径。因此，结合我国政治权力结构的现状，我国政治和谐的构建就是要通过统筹中央与地方的关系、理顺政府与企业的关系、规范党政关系、完善司法独立体制以及健全监督机制等路径来实现。关键词政治和谐政治权力权力结构影响构建AbstractAbstractThe Partys Sixteenth Plenary Session of the CPC Central Committee adopted the decision on strengthening the Partys ruling capacity building, complete for the first time put forward the concept of building a socialist harmonious society, and clearly the task of building a socialist harmonious society.
