There are many international conventions on plant protection currently, and these conventions are important basis for researches on plant protection at home and abroad, which is also of great reference value to the plant-protection legislation in our country. In addition, Germanys plant protection legal system is complete, with fine classification, and prevent and control different kind of crop pest specially. Local regulations related to plant protection in China are also few, and the legal system is incomplete, and the design of the legal system also has a lot of problems. International Plant Protection Convention provides a useful reference to national plant protection legislation, at the same time, the plant protection law system in Germany, Japan, and the United States are worthy for our country to reference, who have perfect system, or scientific management system, or good legal effect.The fourth part puts forward legislative ideas of plant protection law and valuable legislative suggestions on the premise of comprehensive analysis.
