摘 要党的十六大提出中国要走一条新型工业化的道路，即以信息化带动工业化，以工业 化促进信息化；科技含量高、经济效益好、资源消耗低、环境污染少、人力资源得到充 分发挥的工业化。党的十七大进一步提出了大力推进信息化与工业化融合的理念，为指 导信息化与信息产业发展提出了崭新命题，为新型工业化道路指明了发展方向。一方面新型工业化战略的实施和中国经济的快速发展给地方政府赋予了新的要求 和职能。另一方面随着政府绩效评价研究的深化，新型工业化战略中地方政府绩效的研 究有利于保证当地经济的持续、健康、协调发展，有利于地方政府更好的行使经济管理 职能，更好的实现经济增长方式的转变。本文第一部分首先研究了传统经济发展战略中地方政府角色与新型工业化道路的 不协调之处以及新型工业化战略中的市场角色和政府角色的关系，从地方政府层面入 手，分析新型工业化战略中地方政府角色转变的角度及其重要性。本文第二部分把绩效评价和地方政府实施新型工业化战略结合起来，首先详细阐述 了地方政府绩效评估的相关理论以及构建地方政府实施新型工业化战略评估指标体系 的原则、流程、框架和方法，然后通过采用平衡计分卡法确定了业绩指标、成本指标、 内部管理指标三大领域内共计 29 项评价指标构成的新型工业化战略下的地方政府绩效 评估指标体系，进而建立了新型工业化战略下的地方政府绩效评估体系。本文第三部分以新建立的新型工业化战略下的地方政府绩效评估体系为基础，结合 层次分析法确定各指标权重、指数法确定标准值等策略，以湖南省怀化市为实例，对新 型工业化战略下的地方政府绩效评估理论指标进行实证计算。关键词：新型工业化；地方政府角色；平衡计分卡；绩效评估AbstractThe 16th National Congress of the CPC brings forward the new-type industrialization road of China, namely uses the informatization leads the industrialization , promotes informatization with industrialization; higher technology, better economic affection , lower resources consumption, fewer environmental pollution, full play human resources. The 17th National Congress of the CPC puts forward the idea of moving forward fusing informatization and industrialization which puts forward a new proposition of informatization and IT industry development ,which shows clearly for the new-type industrialization.New-type industrialization strategy and rapidly developed Chinese economy have given the new call and function to the local government on one hand.
