AbstractWith implementing the reform and opening-up policy deeply and constantly, the basic issue of “farmer, agriculture and rural area” has been the bottle-neck impeding the economy development of our country more and more. The core of “Three Rural Issues” is the issue of farmers, and again the core of farmer is how to increase their income. However, since china’s entry into WTO, the foreign agricultural products have flooded into our country, occupying our markets. The confliction of management systems on a small scale with basis of household contract responsibility system and the external large market becomes prominent increasingly. There are many factors impeding farmers to increase their income. Due to the bettering of the rural industrial structure and the development of scale management and specialty division, farmers need cooperative organizations which can strengthen the social service system, guide them into the market directly and protect their own interests. Farmer specialty cooperative economic organization was formed under market economics’ conditions. It’s a new type of collaboration organization that created by vast majority of farmers to enhance systematic process, and it is solely self-managed, self-served and self-beneficial and great creation by farmers in practice. In other countries, especially developed countries, the farmer specialty cooperative economic organizations mature well. But ours are just started from eightieth, though they have gone through years of development, they remain at elementary stage for their narrow coverage, lack of market service function, weak influence, nonstandard internal management systems and the faulty operational mechanism compared with foreign one, they are still very weak exerting little predominance that they are deserved.This paper focuses on management problems of farmer specialty cooperative economic organization.
