摘要耕地保证粮食安全的基础，保护了耕地就等于保护了粮食安全的根本。本文 是在分析了南通市耕地资源现状及其变化特点、原因和趋势的基础上，预测了未 来一段时间内耕地可供给量；分析了南通市粮食生产现状，并运用耕地压力指数 模型分析了粮食安全状况；在对南通市粮食总产、单产、人均占有量等指标预测 基础上，预测了未来一段时间内基于粮食安全的耕地需求量；最后提出了耕地保 护的原则、目标以及主要对策和措施。本文研究得出的主要结论有：（ 1 ） 近 年 来 南 通 市 耕 地 资 源 总 量 和 人 均 耕 地 资 源 都 呈 持 续 减 少 趋 势 。 2002~2010 年南通市耕地面积年均减少 3121.33hm2，期间总人口年均减少 1.93 万 人，人均耕地面积由 2002 年 0.0607hm2 减至 2010 年 0.0585hm2。导致耕地减少的 主要原因是经济发展和农业科技进步。（2）南通市耕地增加途径主要有土地开发、土地复垦及土地整理等，滩涂利 用是土地开发是最重要途径；耕地减少去向主要有国家乡村集体建设占用、农业 生产结构调整等，前者占耕地减少量 90%以上。综合耕地增加和减少因素，以 2009 年 末耕 地 为 基期 面 积 ，预 测 2020 年、2030 年耕 地 可供 给 量约 437388hm2 、 413082hm2。（3）近年来南通市粮食总产和单产都呈波动式增长趋势，粮食供给与需求处 于基本平衡状况。南通市粮食总产量、单产大致分别稳定在 307 万 t、5684kg/hm2， 以人均粮食需求量 400kg 计，粮食供给与需求处于基本平衡状态。（4）根据耕地压力指数模型计算结果，2002~2010 年间南通市耕地压力指数 多数年份耕地压力指数在 1.0~0.9 之间，总体上呈减小趋势，耕地压力呈轻警状态。 粮食供给略高于粮食需求，粮食安全可基本得到保证。（5）经对总人口、粮食产量、粮作比、复种指数、人均粮食需求量、粮食自 给率等参数的预测，利用粮食安全耕地需求模型测算出 2020 年、2030 年耕地需求 量为 399387.57hm2 和 391816.15hm2。与同期可供给量的预测值比较，如仅基于粮 食安全需求，南通市粮食安全应该可得到保证。 关键词：粮食安全；耕地压力指数；耕地保护；南通市IAbstractCultivated land forms the basis to ensure grain security, and the protection of the cultivated land equals to that of grain security.
