从《体育白皮书》制定看欧盟体育政策制定中对话机制 　　摘要：“体育治理”理念风行欧洲，政策和法律的刚性作用逐渐受到削弱，对话机制的柔性功能逐渐得到发挥。欧盟利用对话机制，在制定《体育白皮书》中发挥了重要作用。对话的主体包括成员国、体育组织及其他利益相关者。对话的方式包括体育部长会议、体育论坛、专题工作组和在线咨询等。对话的内容主要围绕《体育白皮书》的框架、议题和侧重点。这种对话机制在形式上，类似我国的“政策调研”活动，实质上是一种权力博弈的方式。 　　关键词：体育社会学；体育政策；对话机制；体育白皮书；欧盟 　　中图分类号：G80-05文献标识码：A文章编号：1006-7116(2010)12-0034-06 　　 　　Analysis of dialogue mechanisms in sport policy establishment by the European Union from the perspective of the establishment of the White Book of Sport 　　LIU Xiao-ping，CHEN Hua-rong 　　（School of Physical Education，Soochow University，Suzhou 215021，China） 　　 　　Abstract: The conception of “sports governance” is popular in Europe, while the rigid functions of policies and laws are being gradually weakened, and the flexible functions of dialogue mechanisms are being gradually exerted. By utilizing a dialogue mechanism, the European Union played an important role in establishing the White Book of Sport. The subjects of dialogue include member countries, sports organizations and other interest relevant parties. The ways of dialogue include sports minister meetings, sports forums, action specific working teams, online consultation, etc. The contents of dialogue are mainly the frameworks, topics and focuses with respect to the While Book of Sport. Such a dialogue mechanism is formally similar to the activity of “policy research” in China, essentially a way of power gaming. 　　Key words: sport sociology；sport policy；dialogue mechanism；White Book of Sport；European Union 　　 　　2010年是“十一五”期间的最后一年，各级体育行政部门都在紧锣密鼓地筹划各自的“十二五”规划，仅国家体育总局就向10个单位委托了13个体育发展规划研制项目[1]。国家体育总局将在学者建议稿的基础上出台各项体育工作的“十二五”规划。这样一种经由委托来编制规划、制定政策的流程相比于过去政府“闭门造车”的做法显然要更加开明。制定和执行政策是政府的行政职能，但是，我们也要注意到，政策终究是利益分配的产物。政策的制定应当考虑到各种利益主体的诉求，利益分配不公势必造成政策执行的阻力。如何才能更广泛听取社会各界的意见，更合理反映各种利益主体的需求呢？这就需要在政策制定中体现“公众参与”，尤其要让政府放低姿态与各种主体广泛对话。欧盟在制定“体育白皮书”时，运用的对话机制很可作为我们的参考。 　　 　　1欧盟体育对话机制产生的原因 　　1.1客观原因 　　在《里斯本条约》之前，欧盟一直缺乏管理体育的直接授权，所以欧洲体育的管理状况常常是成员国和体育组织各自为政。这种以自愿性体育为基础，以体育自治为主要管理方式的欧洲体育模式虽然减少了政府的公共支出，但是，体育对欧洲社会的重要作
