AbstractDue to the fact that global financial crisis spread and the world economic recession, leading to major international settlement currency such as the euro, dollar exchange rate changing, enterprises in many countries including China face huge risk in international trade settlement with third currency. Decided by the State Council in 2009 in Guangdong Province, Guangzhou City, Shenzhen City, Dongguan City, Zhuhai city and Shanghai city started RMB cross-border trade settlement. In June 2010, the pilot work extended to Heilongjiang province and other 20 provinces (city).Although the start of pilot RMB settlement in cross-border trade actively promote the development of derivative products, but just bank of China has the advantage of overseas institutions, other banks started at the same time and have no obvious advantages.This article expounds the cross-border RMB settlement, making comparative analysis of the settlement of cross-border transactions in RMB and foreign currency settlement, summarizding the cross-border RMB settlement characteristics and the development course of RMB cross -border settlement. This article also analyzes the meaning of the CCB Heilongjiang branch start RMB settlement in cross-border trade, summed the present situation of the cross-border trade and the foreign exchange account forms, types of RMB settlement in cross-border trade development for CCB Heilongjiang branch. Discussed four dilemmas in macroscopic aspects inclu ding the slow development of RMB settlement, output and return mechanism is not sound, the liquidation system to be perfected urgently, the administration of foreign exchange and financial supervision system, as well as in microcosmic aspects including monetary policy restrict, competition intense, the cross -border RMB liquidity risk, operational cumbersome four dilemmas, and providing rationalization proposal for Business Center of CCB Heilongjiang branch for RMB settlement in cross-border trade.Key words: c
