The phenomenon has become a new obstacle in the development of county agricultural administration. How to change the situation and innovate the rural public service provision mechanism is a research project that has urgent practical significance and great theoretical value.As a forward-looking public governance theory, Holistic governance, whichemergedafter thetraditionalbureaucracyand new public governance movement, has been uesed in the western OECDcountries publicgovernanceandacquired great achievements.The holistic governance has beenregarded as a good medicine to cure the widely--existed wicked problems and fragmentation phenomenon in public governance.This article is based on the research project which looks on Y county in Henan province as carrier, holistic governance as a research tool and the current situation for public service provision mechanism as the object of study. The writer got a large amount of information by conducting a questionaire survey and empirical research on the sample. The writer also used SPASS software to detect questionaire reliability. They show thatlots of wicked problems and fragmentation phenomena exist in rural public provision mechanism. These “wicked problems”and “fragmentation phenomenahave fit with the Holistic governance theory. Owing to the combination of the theory and the pratice, this study suggested a concrete strategy of constructing a new seamlessrural public service provision mechanism from three levels: governance functions, governance level,and publc-private cooperative governance. finally, this study concluded a seamless rural public service provision mechanism which includes farmers demand oriental, government intersectional
