油船“娜玛”轮改装散货轮项目的安全风险以及控制对策 摘 要 本篇论文介绍分析了油船“娜玛”轮改装散货轮项目的工程特点、风险因素以及船舶修造行业的安全生产特点，引用了项目管理的相关理论及方法，紧密围绕油轮改装散货轮项目的工程特点，充分利用项目管理、风险管理、信息化管理、现场管理方法等管理理论，剖析事故案例、分析项目风险、辨识项目实施过程中的危险源，并结合现代化的现场管理方法，以系统、规范、直观、全面的形式，分析油轮改装散货轮项目安全风险控制方面存在的问题与困难，总结出控制油轮改装散货轮项目安全风险控制的具体对策和方法，并提出相应的建议，为施工现场安全管理的标准化、规范化、信息化提供理论根据，对油轮修理和改装过程的安全管理和风险控制具有一定的指导意义。 本项目的研究以实际改装项目为依托，借鉴船舶修造行业安全管理的成功经验，具有明确的目标，实际可操作性比较强，研究成本低，可以边研究、边实践、边完善，用理论来指导实践，通过实践来丰富理论，有较高的实用价值，对提高工效、降低项目成本、大大降低油轮改装的安全风险将起到积极的推动作用。 关键词：项目经理负责制，风险管理，信息化管理，现场管理，“一目了然”工程 THE SECURITY RISKS AND CONTROL MEASURES OF PROJECTS OF OIL TANKER “NARMADA” CONVERTED INTO BULK CARRIER ABSTRACT This paper introduce and analyze the projects features, risk factors and safety production characters in marine repair industry and then fully use project management, risk management, information management and on-site management theories to analyze the accident cases, project risks and identify the danger headstream during the project implementation. The paper also analyze the existing problems and difficulties in safety risks control of the converting project and sum up feasible measures of project-related security risks. And corresponding suggestions are put forward to provide a theory foundation for the standard and information management of on-site safety control, which is of importance in guiding the bulk carrier converting project and risk control. This paper is based on the actual converting project with clear objectives, feasibilities and low cost. The research can be done while practicing and improving. This paper also enriches the theory through practice, which will enhance efficiency, reduce project costs, and greatly reduce the risk of oil tanker safety modifications.
